A third person charged in the 2016 death of Longview businessman Ron Horaney is the half-brother of the man suspected of pulling the trigger.

This past week, investigators arrested Alfredo Lizcano, 38, of Dallas, and Reza Kamali, 87, of Longview, on charges of murdering Horaney on Memorial Day in 2016.

Horaney性视界传媒檚 family owns the longtime local feed store Horaney性视界传媒檚.

Lizcano and Kamali remained Monday in the Gregg County Jail on bonds of $10 million and $7.5 million, respectively. Lizcano was transferred from the Dallas County Jail.

Rene Paul Garcia, 26, Lizcano性视界传媒檚 half-brother, already was in federal prison in Seagoville for drug-related crimes when he was charged with murder this past week. He has not yet been transferred to Gregg County, and the warrant that would have explained his arrest was not yet available.

The charge against Garcia was announced Monday during a news conference at the Gregg County Courthouse. Documents previously were released that explained why Kamali and Lizcano were charged. They also mentioned Garcia.

Those documents say that on June 22, 2016, weeks after Horaney性视界传媒檚 death, investigators with the Texas Rangers, Longview Police Department and Gregg County Sheriff性视界传媒檚 Office were watching elder Kamali at Rheumatology Association of Longview on Judson Road. That性视界传媒檚 where his son, Dr. Kayvan Kamali, has his practice.

Investigators followed Reva Kamali as he left the office and drove to a fast food restaurant in Dallas.

性视界传媒淚nvestigators observed Kamali meeting with a Hispanic male, driving a Dodge Challenger, who got into the ... car with Kamali,性视界传媒 the reports states. 性视界传媒淚nvestigators observed a short time later the Hispanic male exited the (car) with what appeared to be a plastic shopping bag.性视界传媒

Investigators then followed the Challenger, and a state trooper stopped the car for a traffic violation.

Lizcano was driving the car, with Garcia Jr., now 26, in the passenger seat. Investigators determined Lizcano was the man who met with Reza Kamali at the restaurant.

Investigators determined who the Dodge was registered to 性视界传媒 not Lizcano 性视界传媒 and spoke to that person on Nov. 20, 2020, the report states. That person reported seeing Lizcano spend time with Kamali several times.

On April 18, a little more than a week ago, investigators met with Garcia Jr. and showed him a photo lineup that included Reza Kamali. Garcia Jr. identified Kamali性视界传媒檚 photo as the man he knew as 性视界传媒淭ony.性视界传媒

Garcia Jr. told investigators that around the time of Horaney性视界传媒檚 murder, Lizcano called him and said he 性视界传媒渨as going to do a job and murder someone. Garcia Jr. told investigators that Lizcano sent Garcia Jr. to meet with (Reza) Kamali to pick up a box which Garcia Jr. believed to be payment for the murders. Garcia Jr. told investigators that Garcia Jr. knew Lizcano committed the murder because Lizcano called him the day it happened and Lizcano said he did it.性视界传媒

On Monday, Gregg County Sheriff Maxey Cerliano praised the team of 10 law enforcement agencies that worked to solve the homicide.

性视界传媒淭his is another chapter in the journey that law enforcement has been on with the family,性视界传媒 he said. Horaney性视界传媒檚 family, including his son, Jonathan Horaney, and other children, Ron Horaney性视界传媒檚 wife, Faezeh, and mother, Betty Horaney, were at Monday性视界传媒檚 news conference.

Jonathan Horaney thanked law enforcement for their hard work on the case and to friends and family who have supported the Horaney family.

While law enforcement will continue working on the case, Gregg County District Attorney John Moore said his office will proceed with its work to prosecute the three suspects.

性视界传媒淲e know the Horaneys have suffered through this,性视界传媒 he said, and that性视界传媒檚 why there were 性视界传媒渟o many eyeballs性视界传媒 on the case.

The 10 agencies involved include the Gregg County Sheriff性视界传媒檚 Office, Ranger division of the Texas Department of Public Safety, Longview Police Department, Gregg County District Attorney性视界传媒檚 office, the federal Drug Enforcement Agency and Homeland Security.

Representative of many of the agencies stood behind Cerliano as he spoke Monday.

性视界传媒淲e would not be here today if it were not for the commitment of the Rangers性视界传媒 to assist during the past eight years, Cerliano said.

Texas Ranger Josh Jenkins has been assigned to the case for five years, and Mykel Golden, who leads the local Texas Rangers office, was assigned here a few months ago.

Reza Kamali and Lizcano were identified within weeks of the eight-year-old homicide.

性视界传媒淲e have continued to work on this case,性视界传媒 Cerliano said, and investigators were able to keep 性视界传媒渁 certain amount of information coming to us.性视界传媒

性视界传媒淚t has never really been what I would consider a cold case,性视界传媒 he said.

It continued to be assigned to investigators in the sheriff性视界传媒檚 office and Texas Rangers.

性视界传媒淓ven as personnel may have changed, the case continued to be worked,性视界传媒 Cerliano said.

More information was needed before arrests could be made, he and Moore said. Investigators had to establish a certain level of probable cause.

性视界传媒淎s soon as we got what we needed, we went and asked for warrants,性视界传媒 Moore said.
